the use of switch backs and maybe you can talk from your point of view why you use them and let's start with that. >> okay. i think in terms of knowing -- we don't get up in the morning and say we have a goal to switchbacks. they're service management technique or tactic to make adjustment to recover from a significant delay and for us, and this is when we talked about the grand jury report when we first were briefed on it our concern was this was a lost opportunity, a lost opportunity to talk about muni service. in other words, what are the things that cause delays? what are the things we need to be doing to improve on time performance from crew reliability? what are the specific actions? what are the specific things? that's what we wanted to have. the higher the on time performance the less runs that are missed, the less vehicles break down, there is a less of a need for switchbacks. switchbacks are a symptom to us or a tactic, not part of the problem, so when do we use them? we use them when you have a significant break down, delay in service, a delay that might be 15, 20 min
is to recognize -- first of all, we're not entirely in control of our own costs. rates are set by m-o-us. and squire. and nossman helping us. back in march of 2010, the board approved the three-year agreement with two-year options. we are currently in the third year, and the agreement will be expiring on june 30, 2013. back in december, 2011, you may remember, i brought before this committee, an amendment to that contract, to increase the contract by $300,000 to increase the contract to offset the cost spent and legal lawsuit related to the city of the presidio parkway project. >> in february of 2012, you may recall that i brought before the board an item to replace the $200 million dollar line of credit. athat time we were working with abdw and the rates were extremely high and we went out and came back with a new where it was yielding us a savings of $3.3 million over the court of three years. with that, we also encured $100,000 in services related to the commercial paper and this is the reason that i am bringing the item, a few months earlier than the contract expiration date. within, the services that nossman performs in addition to just the routine, and legal services related to the o
, department of public works, bureau of street use and mapping, human resources, department of public works and general services agency, as well as city attorney's office claims division. all within the footprint of 875 stevenson. the majority of those folks would move to one location, 1155 market street where we have negotiated a new lease. 1155 market street was the headquarters location of the sf puc. so you may recall they occupied both that building and the building next door at 1145 market street. so there's no confusion i'll refer to 1155 as the headquarters location. that building is owned by the lors corporation although you see the agreement is with a limited liability company that is a subsidiary of lors corporation recently purchased within the last two years. we've negotiated what we think is a favorable agreement that is of a term of 10 years at 1155 market street. we do have the right to exit after five years, or after 92 months. so we have two opportunities to decide if there is a better location, or part of a greater plan to consolidate services, we have those exit opportun

that the city attorney reminds us that we have no legal conflict either individually or collectively. i have no obligation to the executive director, the executive director obligation is to the commission as a group and to the city and county, not personal. i can understand why we don't have staff to investigate their supervisor, that makes complete sense. so in trying to... i just want you to create a window where we didn't just rush to do something that thoughtful people were flagging for. but as we were trying to construct it, as a question of legal conflict and of our confidence to do it and our responsibility to do it, which is the other part mr. gibner raised. there is the past practice, the past example involving the deputy director, where we did seek counsel from others so that it would not be a staff colleague doing the investigation, but this body handled it. and i quite honestly can't remember if i was on at that time, and if so, whether we analyzed this, i came on in 07, probably not in time for that item. and i think that it is fair for people to put us through... to ask us whet
this regional commitment and that's what's before us now. the carpenters that show up today, they're not necessarily from the san francisco local. that's local 22. that's pat mull i began. -- mulligan. i was negotiating for 261 members who live in marin county. so, we've always been kind of confronted with this what's good for san francisco versus what's good for working people in general. and i'm sensitive to that. we support local hires, for example, to the detriment of the union members that live outside of this county. those union members that live in san mateo county and those union members that live in marin county. the item before us, i see is slated to go before the san francisco board of supervisors. those officials, they don't have those same concerns. they solely represent or concern themselves with the plight of working people who live here in this town. that is why i'm inclined to move this item along for their consideration. because while i always love to see a whole bunch of big strong working guys in a room, i think the conversation probably is better had over ther
they are taking on a bit of risk having us bring in people that they have not cleared. so whenever there are difficulties, issues that arise, we know that we need to support them with respect to possibly moving that individual to another room, to another hotel, and since we have 8 hotels we have some luxury to do that. secondly, that person may need to perhaps be in a shelter bed for a little while, while there's 24/7 staff coverage there, to help them with whatever issue is going on. so it's a very flexible program and we provide a lot of support. and because people don't have tendency rights to those rooms, people sign agreements saying we will observe hotel rooms otherwise we will be asked to leave. it does come to that, but sometimes. we try to make provisions for them to go to a shelter situation or possibly another hotel. we try our best it keep people in as safe a situation as we can but obviously there is no perfect situation. if there is assaultive behavior we have to ask people to leave. there are times we have had to use san francisco police department for emergenci

dollars. and this brings us to today's allocation request. this is for the cboss which is the acronym for the over lay signal system and type of advanced signal system. there are many types and this is the one cal train has chosen to use, and this system is basically to track train locations and prevent unsafe movements and consist of on board equipment and weigh side equipment. the total budget is $231 million. the system in addition to improving the signals and safety has also the added benefit of shortening travel times and also reducing gate down times so improving crossings for traffic. it has a variety of elements from data link communications and computers with digitized maps on the trains. one of the more important features is the throttle brake interface and take over for the operator if the operator is not stopping the train when they should be and basically slows down the train and stops it, and it also includes center facility displays and equipment. part of this program will also train staff and operator staff in using this system and update all the documentation an
refreshments with us in our break out room and you have the opportunity to talk to the admiral personally. i will be very brief on my remarks. much of mine have been covered. we are planning -- doing a lot of planning for the world series. we want to make sure that we create a parade and event after we win the world series that it's safe and enjoyable for the public, and so we had a meeting earlier this week and we will have a meeting once we clinch to plan the parade with all the public safety representatives. we really have great representation from everyone. right now today urban shield is starting. it's the largest exercise i think in the united states or one of them. over 3500 law enforcement officers from the bay area are involved. it's a 48 hour full scale exercise and there is more in the report if you want to read about it. there was a fire at the portal and we pulled together officials and talk about response efforts and what we needed to do and we were able to quickly hand over the role for office of small business but i thank my staff for the good work that they did, and fin
're a year past completed construction on the west side walk way and well used these days. our current project -- let's see. i guess it's up on the screen -- has four elements. this is the base project. this project started kind of small. our director has been involved in this. the director's desire has grown the project and the four elements up there are the crosswalk which is item one takes us from the west side to the east side and a pass through and you don't have to guthrough the trains or the paid area to get there. definitely needed and ada accessible. it would bring you to the other side of the station and where we would construct a new key stall and demolish the existing and the new and work closely with mta on this and that is element number three is the new key stop. element number two would be a cover to the new walk way and nice in the elements and it's going to look nice and not just functional and esthetic is the intent and then you will see -- i will point it out, from essentially item number three to item number four is a salmon colored linear figure on the graph

placards. now, a parking placard, of course, allows you to park in a blue zone but many people who use placards also use them to park on the street and they can legally park in a green zone or at a metered spot without feeding the meter. but there is a problem that has been at least broadcast in the media of late. so if we set placards aside for a moment, i think everybody who's tried to park in san francisco knows it's really hard to find a spot. we're all in competition. and this is one of the reasons why our city supports having public transit and other modes of transportation like walking or biking. but for people who have a mobility disability, some of those other options aren't necessarily there for them. a car might be really their best transportation option. we might live in neighborhoods that aren't served well by transit. we might have difficulty waiting for transit. and we also economically might not be able to afford some of the other transit options like taxis as a good example. what we see is that there are perceptions out there that there are people who are abusi
and to hide that from public scrutiny. the whistle blower laws are not be used to protect the whistle blower but to protect the target. they are being used to hide the true facts of the investigation and to allow the city agency and employees to evade their actions. they hide the extent and the validity of the investigative process used by the ethics staff and the public records law are always intended to disclose rather than conceal public matters. instead these laws are purposefully misinterpreted to protect the agencies in question but also the ethics staff. as far as you not having a conflict of interest, let's look at the arts commission when they got the report from the civil grand jury that listed what they had done, including spending $300,000 on things that they had no legal authority to do so. charging fees, that they had no legal authority and fire the cultural director and replace the head of the commission. the bottom line is if you were a commission and you were in charge of a staff and a staff screws up it reflects on you. you can't sit there and say, oh, if we find our execut

. i've known him for a very, very long time and i used to work at the presidio. so, we have a lot to do, especially with the sewer system improvement project. and we discussed a lot about the water system improvement project. and y'all have in this chambers listened to a lot of people from the city and county of san francisco, including a lot of members of the community, disadvantaged members who have come here and spoken to you all and asked your help. so, i think having a chair with a lot of his legislative experience, having a union person who should fully understand what our city needs, and who should focus on helping our community, especially creating career jobs because we hear a lot, we hear a lot from the heads of departments. we hear a lot from the mayor. we hear a lot from the mayor's office of economic development and work force. but i would say the san francisco public utilities commission, because you are an enterprise department, you all have a little more clout to do things in a better way and to fulfill the aspirations of those who have come here again and again an

transportation system and obviously bell times have a huge impact on our ability to efficiently use limited buses. we recognize that changing bell times is disruptive for the entire community, including families not using transportation and families using special education services and so we wanted to avoid any recommendation that included bell changes. we also wanted to minimize the number of schools and the number of riders that would be impacted. and we wanted to make sure that we could align our process with the enrollment cycle so that family woulds have the information well in advance and on time for that could inform their decisions with regard to applications for next year. >> so the changes we are recommending is to reduce the services to aptis and hove and to eliminate to lou and new traditions the students with iep that requires transportation will not be required by these recommendations. the next few slides go over the impact that the school has. and so, for aptos, last year, we added transportation from carver and star king in support of the middle school feed and hers this year we

. >> supervisor chu. >> thank you. i do want thank supervisor wiener for bringing this legislation to us and the thoughtful comments. i also want to thank members of the public that came to speak. i listened intently for those for and against the legislation. i will be supporting the legislation. what was compelling to me was the people that lived in the neighborhood. there were people that live and oppose the legislation and i recognize that from the comments today but the idea of a sense of community, people from all walks of life, whether you're a family, whether you didn't have a family and be safe and comfortable in the neighborhood was something that was very compelling to me, so i just wanted to express that. i think someone who is against it also said this is a community we want to be part of and it's one where you can live and respect each other and i do think because of how people feel strongly about public nudity it's important that the respect goes in all directions and a space that is comfortable for everybody and that's the reasons why i am supporting the legislation.

. there are lots of people who use our department of public health services, human health services, shelters, but the outreach team is composed in particular to reach out to folks who had the inability because of their disabilities to make these connections. and so we were put together, you know, staffing from the department of public health, from human services agency, from a nonprofit, cats, one of the wonderful thing about cats is that they actually hire people who formerly were homeless, who formerly were people with substance dependence and these are folks who have now recovered and they want to give back. so our co-workers are people who have actually been through the experience themselves along with some of our psychiatric and social work perspective, this one-two punch is a great way to address the needs of people who are still suffering and having a hard time with their disabilities. we found out very quickly chasing people around the city, from corner to corner, some people liked certain areas, some people moved around, was inefficient and was difficult because we wouldn't always
